　　城市经济与公共管理学院是首都经济贸易大学唯一拥有经济学和管理学交叉学科优势的学院，覆盖区域经济和公共管理两大学科。

　　SUEPA is the only school at Capital University of Economics and Business （ CUEB） that covers both economics and administration science．

　　We are for the honour hosted in such aspects as seeing truth， transferring knowledge and energizing regional economy and social development． We encourage our students to engage in public service and inspire their potentials of creativity． In SUEPA， students learn how to work in governments and play roles in nonprofit businesses， to be leader in the regional development and public affairs．

　　学院历史沿革

　　History of SUEPA

　　2005年为突出我校服务首都、关注城市的功能与特色，由原城市经济、公共管理、首都经济、不动产等系所组建成立城市学院。2011年3月更名为城市经济与公共管理学院。

　　SUEPA， established with the initial title Urban School in 2005， highlights the features and functions of cities， serving metropolitan development． The school was originally based on the combination of Department of Urban Economy， Department of Public Administration， Real estate Institute， and Capital's Economy Institute． In March 2011， it got its present name － Urban Economics and Public Administration．

　　学科专业历史悠久，工商行政管理（行政管理专业前身）和房地产经营管理（土地资源管理专业前身）本科专业均为全国首批开设，1994年获硕士学位授予权，2006年获区域经济学博士学位授予权，2010获批公共管理硕士（MPA）专业学位授予权。

　　Capital university of economics and business has a long history with disciplines of Industrial and Commercial administration （the predecessor of governmental administration） and real estate management （the predecessor of Land Resource Management）， which are both the first batch of courses for undergraduate education in our country．　It was granted the right to award Master’s degree for Public Administration and Land Resource Management in 1994， Ph．D． degree for Regional Economics in 2006， and Master’s degree for Public Administration （MPA） in 2010．

　　学院注重专业技能和创新沟通能力培养，以提升学生就业的核心竞争力。培养了一大批首都经济社会发展急需的经营管理、行政管理高级人才，一批在京城内外颇具影响力的高层管理精英。

　　SUEPA focuses on students’ professional skills and innovative capacity． The school has trained a large number of highly qualified and urgently needed talents for both public and private sectors around Beijing．

　　院系设置

　　Departments and Institutes

　　学院设有3系2所，分别是：公共管理系、土地资源与房地产管理系、城市与区域经济系、首都经济研究所、不动产研究所。

　　拥有3D虚拟现实和数字城市2个实验室，15个校外挂牌实习基地，与北京市政府共建的首都经济社会发展研究基地，与天津滨海新区共建的产学研一体化基地。

　　SUEPA now consists of 3 departments and 2 institutes — Department of Public Administration， Department of Land Resources and Real Estate Management， Department of Urban and Regional Economics， Institute of Capital Economic Research and Institute of Real Estate． SUEPA has 2 laboratories （3D virtual reality and digital city）and 15 intership bases． The school has established an economic and social development research center together with the Beijing government， and　a base integration from Industry－Education－Academy with Tianjin Binhai New Area government．

　　SUEPA在服务首都经济社会发展方面具有很强的学术力量，是北京市属高校中唯一具有区域经济学博士授予资格的学校，其学科层次齐全，涵盖了土地——城市——区域三个学科方向。公共管理一级学科布局完整，拥有行政管理、城市管理、教育经济管理、非营利组织与公共部门、公共政策分析、土地资源管理等研究方向，为本科人才深造提供了学术型硕士和专业硕士（MPA）双晋升通道。办学层次包含本科、硕士研究生和博士研究生教育。

　　At present， SUEPA has an excellent professional team with high academic level． It is the only university authorized to confer the Ph．D． degree of regional economics in Capital Beijing． Its disciplines have 3 research areas—land， urban and region． Discipline of public management at SUEPA covers government administration， urban management， educational economic management， non－profit organizations and public sector management， public policy analysis and land resources management． The school has the right to award both the academic master’degree and professional master ‘s degree（ MPA）， which provides double promotional channels for undergraduate students．

　　学院重视新兴学科和交叉学科的建设，在区域经济和公共管理两个学科下设有4个专业和2个方向，均为本校富有发展潜力和稳定就业前景的学科方向。分别是：行政管理、土地资源管理（房地产开发经营与管理）、城市管理、公共事业管理、区域经济、电子政务。

　　SUEPA emphasizes on the development of emerging disciplines and cross－disciplines． 4 majors and 2 aspects related with and founded under the disciplines of public administration and regional economics —governmental administration， land resources management （real estate development and management）， urban management， public utilities management， regional economic， e－government， above all give　great promotional potentials and job prospects．

　　师资队伍

　　Faculty Resources

　　学院拥有一支结构合理、年富力强、兼具学术研究、应用研究和实践经验的师资队伍，除拥有在两大学科领域内的知名教授、学者外，还有一大批教学科研青年骨干教师，多名海外名校归国博士，拥有博士学位和海外学习经历的教师达50%以上，具有强劲的发展后劲。其中教授10人，副教授25人，讲师13人。40岁至50岁的有21人，40岁以下的教师有16人。包括1名教学名师、1名优秀主讲教师和2名科研标兵。

　　SUEPA owns a well－structured and high academic level faculty team， We have a few well－known professors and excellent youth scholars． More than 50% faculty awarded doctorates， among whom there are some returnees of famous universities． The school has 10 full professors， 25 associate professors， 13 lecturers． 21of them range from 40 to 50 years old and 16 of them are less than 40 ．

　　学院拥有一批与各级政府、行业协会和企业合作密切的专家队伍，2人为北京市政协委员和北京市政府顾问，1人为区政协委员，多人作为省部一级或区县一级顾问以及全国性学术团体或行业标准技术委员会等负责人身份从事参政议政和政策咨询活动。据不完全统计，11·5期间城市学院教师在各级各类学术团体中任职67个，其他社会组织兼职10个，向各级政府部门提供专项决策咨询132项，企业或机构咨询62项，社会公共服务15项。

　　The school has closely tied with industry associations and enterprises and governments of different　levels． We have 2 members of CPPCC Beijing， 2 senior consultants of Beijing governments， many a local government consultants， many a national and provincial level academic committee leaders． They are very active in　 public policy－making． According to incomplete statistics， during the Eleventh Five－Year period， 67 teachers of SUEPA took positions in different academic associations， 10 teachers took positions in other kinds of social organizations， totally provided 132 consultations for governments， 62 consultations for business firms or social organizations and 15 public services for communities．．

　　Teaching and Academic Achievements

　　近年来学院教学质量明显提升，学生专业素养和实操能力明显提升，学院教学效果综合评价连续5年居于全校前5名。获北京市教学成果一等奖1项，二等2项，市级精品教材1部，市级精品课程1门，市级教改立项项目1项，校级精品课程、重点建设课程9门，校级精品教材5部。

　　Our teaching quality has been improved dramatically in recent years， and has ranked top 5 for the past five years at the comprehensive evaluation of CUEB． We won 1 first prize and 2 second prizes issued by the Beijing Municipal Education Commission，　meanwile， awarded 1 model curricula， 1 model textbook and 1 model teaching reform program issued by the same organ ． We also have been awarded 9 model curricula， 1 key construction curriculum and 5 model textbooks issued by CUEB ．

　　学院拥有独特的首都研究资源，科研课题数量和经费额在全校居于前列，一批成果获得国家和省部级奖励。仅2010年承接京津两地“十二五”前期规划项目3项，区县“十二五”规划项目4项，北京市委市政府领导课题3项，新城地名规划项目5项。城市国际化、城乡一体化、土地与住房政策、城市管理与环境建设以及区域产业协作等多项研究成果转化为政府决策文件、专项规划或技术标准，成为国家相关部委和北京市各级政府部门以及企事业单位的重要智囊机构，为本硕博各个阶段的学生提供了大量的实践一线调研学习机会。

　　SUEPA owns unique and rich research resources． Its academic subject and reserch funds are at the very top rank of our university． A big number of academic achievements have won national and provincial prizes． Just in 2010， we undertook 3 prophase subject of Twelfth Five Years Plan　 for Beijing and Tianjin， 4 subject of Twelfth Five Years Plan for districts and the country， 3 policy－make projects for Beijing government， and 5 programs for new districts’namespace． More achievements involve in city internationalization， urban－rural integration， land use and housing policy， urban management and environmental construction， and regional industrial cooperation， etc． All these results have made SUEPA a famous “think tank” for China’s state ministries， Beijing Government， and big business firms． In turn， our students have been given enough intership opportunities．

　　学院积极开展与国外高校的院际交流与合作办学，配有双语教学和专业英语教学等课程，通过课程、专业、学科以及师资的国际化水平提升，培养具有国际化视野、规则理念和专业知识结构的国际化人才，探索不同专业人才培养的国际化路径。

　　学院与美国、韩国和香港、台湾地区的政府部门和高等院校建立了学术交流和培养机制，积极推动本科和研究生国际交换项目。并通过聘请海外学者作为校外名师和特聘教授、以访问讲学等多种形式引进优质国际教育资源，实现国际化人才的本土化培养。从而保证了近年来学生就业率、考研率和出国率持续稳定上升的发展态势。

　　结合行业特点可为学生提供中美房地产营销师、房地产策划师、美国IFMA国际设施管理、治理物业师等证书培训并获得相应行业职业资格证书。

　　SUEPA has established academic cooperation and exchange relationship with several universities of US， of South Korea， of Japan， of regions of Hong Kong and Taiwan， hiring many a oversea famous professors give lectures to our faculty and students， running the international exchange programs for the undergraduates and the graduates ．

　　Moreover， we offering bilingual and specialized English courses， which aims to cultivate internationalized talents with global views， ideas and professional knowledge． So far， SUEPA has explored many different ways to train internationalized talents． In recent years， the rates of employment and graduate enrollment have increased steadily both at home and abroad．

　　SUEPA also provides students with opportunities to receive many kinds of certificates such as Sino－US real estate marketing division， real estate planner， the United States IFMA international facility management， governance property division， and the relevant occupational qualification certificates．

　　城市经济与公共管理学院为学生提供《城市星光——为你导航》院刊，引领学生健康成长。以“青春城约”引新生入门，以“爱心之城”展开联谊，以“观察员小聚”提供互动空间，以生涯发展规划加强就业指导。我院学生就业率均10年来保持在95%以上。

　　School of Urban Economics and Public Affairs has a periodical of “Starlight of Urban－－－Navigate Your Life” for students’ growth． It has 4 sections： “Meeting you in SUEPA” for freshmen， “City of Love” for friendship， “Gathering of Observers” for interaction and “career planning” for employment． Our average employment rate has been beyond 95% for 10 years．

　　学院经常组织大型的学生文娱活动，使丰富学生的校园文化生活。“煜世倾城迎新晚会”“合唱比赛”、团体操大赛、啦啦操大赛和体育运动会为学生搭建施展才华的舞台，大家可以在属于自己的舞台上尽情绽放、大显身手，感受大学生活的激情与美好．

　　SUEPA often holds various art performances and cultural activities to enrich students’ life． Initiation Party， Choir Games， group calisthenics and sports－meeting are all very popular activities， which provide students with a big stage to show their talent and passion．

　　学院举办丰富的志愿服务活动，以激发学生的公共服务意识，培育公共部门领导人才：“排队日”活动提出“文明先锋礼让先行”的口号

　　We also have diverse volunteer activities， which aim to inspire students’ consciousness of public service and cultivate civic leaders．The programs are as follows：

　　“Queue Day” put forward the slogan of “Civilization and Comity”．

　　“雷锋纪念日”活动，观看“学雷锋”的宣传片，唤醒了大家助人的意识；

　　“Memorial Day of Lei Feng” tries to awaken students' consciousness of helping people in need；

　　“世界地球日，走进社区”活动，发出了“关爱地球——我们的家，每一天都是地球日”的环保倡议，唤醒人们保护环境的意识。

　　“Earth Day， Entering the communities” aims to rouse students’ consciousness of “care for our earth， our home and our Earth”；

　　积极参与“节约一桶水”等各种大型环保公益活动，让学生增长见识，更好地贴近社会，回报社会。

　　“Conserve one barrier of water” broadens students’ horizon， and makes them close to life and contribute to the society．

　　独具特色的“城市文化节”是又一亮点，广大学生热情参与，专业老师悉心点评，集学术性、娱乐性、教育性为一体。分为“城市论坛”、“城市心语”、“城风破浪”、“品茗城市”、“城市星光”、“城竹在胸”六大板块。

　　Another highlight is the “Urban Cultural Festival”， which will combine academic research， entertainment and education together． It includes 6 parts： “Urban Forum”， “Urban Voice”， “ Brave the Wind and Waves ”， “Urban Tea”， “Urban stars ” and “ Urban’s confidence ”．

　　“城市论坛”——专业性城市区位分析大赛，让同学们自觉运用城市经济和公共管理等相关专业知识解决实际问题；

　　“城市心语”——心理学讲座，引导同学认识自我，更好的面对自我的内心世界；

　　“城风破浪”——爱国主义主题演讲比赛，使同学们锻炼口才，抒发爱国情怀；

　　“品茗城市”——“大学生活”为主题的摄影比赛，展示学生眼中美丽的大学生活；

　　“Urban Forum”， a competition of Urban location analysis， aims to guide students to solve practical issues on urban economics and public administration；

　　“Urban Voice”， a series lectures on psychology， aim to guide students to understand themselves and face their inner world better；

　　“Brave the Wind and Waves ”， a speech contest on patriotism， aims to improve students’ eloquence and inspire their love for motherland；

　　“Urban Tea”， a photo contest with the theme of “college life”， aims to reveal the beautiful life in the eyes of students；

　　“Urban stars ”， a large－scale painting and calligraphy exhibition， aims to express their understanding of Chinese traditional culture；

　　“ Urban’s confidence ”， a simulation of job interview， aims to improve their interview skills and abilities．
