1、教师业务档案由教务处统一管理,每到学期、学年末,根据责任制考核情况,结合教师的工作实际进行全面考核,分别由教务处长、教学部填写相应部分。填写力求实事求是,公正确切。

2、查阅和摘抄教师业务档案需经领导批准,管理员不得泄露档案中的有关内容。"3、核签的教师业务档案所载内容,任何人不得随意涂改和更换。

4、教师调离学校时其业务档案并入本人人事档案随调,学校教务处可保留其业务档案的复印件作为教学资料妥善保存。若有单位外调情况时,凭介绍信允许抄录。

5、教师业务档案属永久性保存,必须妥善保管,防止蛀烂,填写时一律用钢笔或毛笔,字迹清楚工整。

6、教师业务档案是记载衡量教师教学工作实绩和水平的原始资料,也是教师晋级、提干、职称评定的重要依据,应严格手续,认真对待,不得弄虚作假、含糊敷衍或丢失。

公司的文秘档案资料是公司行政办公和经营活动中不可缺少的要素。为了加强对文秘档案的管理,理顺工作程序,明确工作职责,杜绝资料流失,特制定本制度。

2.1行政管理部是公司文秘档案的归口管理部门,负责文秘档案管理制度的贯彻及在各部门的执行检查,加强对文秘档案室的业务领导和工作实务指导。

2.2各部门所负责的部门内部档案资料,应有专人兼管。同样也应执行本制度所规定的各项条款要求。

2.3文秘档案室是公司对文秘档案的专管机构,在行政管理部的领导下,其管理的主要职责为:

2.3.2协助行政管理部长对各职能部门文件资料归档管理的指导监督。

包括法人营业执照、土地使用许可证、产品检疫证、卫生许可证、出口许可证、产品质量认证、各类荣誉牌匾和证书、资产资料如汽车使用和房屋建筑等批文证照。

3.12馈赠行资料

包括上级领导、名人、友人、协作单位提供和赠送的题词、书画、文献资料、有纪念意义的各种工艺制品等。

4.1档案的收集

4.1.1凡属本制度第三条所涵盖的文件资料,均应归档统一管理,各部门应做好资料的分类立卷,至次年元月底整理归档;会计归档类在年度终结后,由财务部门编造清册,每两年归档一次。

4.1.2银行票据由财务部立卷留存;各类报表(应收帐报表、销售报表等)报相关领导阅后由专人回收并即刻销毁,只财务部立卷留存。

4.1.3业务要货计划、往来函等业务传真、资料由业务部立卷留存。

4.1.4各类外来文件、资料由总经理办公室负责立卷留存;内部文件原则上各部门传阅后,即由总经理办公室回收立卷留存。

4.1.5公司员工应注意随时收集各种信息资料,并及时汇总到各部门档案管理员,员工因公外出参观学习考察和参加个各种会议回到公司后,应将相关资料全部移交档案管理员。

4.2立卷归档的时间

4.2.1凡已办理完毕的具有保存价值的各种文件资料,均应在三日内递交办公室立卷归档。

4.2.2对于某些专门文件,或驻地分散在外的个别业务单位的文件,为方便日常工作,立卷归档时间可根据实际情况适当延长。

4.3立卷归档的要求

4.3.1各部门兼职档案员在规定的归档时间内,把整理审定完毕的文秘档案资料,递交文秘档案室立卷归档。

4.3.2移交档案要填写移交清单,移交清单一式两份,双方签字后各执一份。

4.3.3归档的文件资料必须完整、真实、准确,请示和批复、印本和底稿、正文和附件必须归在一起。

4.3.4立卷时应编制好案卷目录,把文件的作者、标题、日期等项目填写清楚,概括而简洁地拟写好案卷标题,把案卷内容表达出来,装订整齐、牢固,然后还要填写备考表,注明保管期限。

4.3.5填写案卷一律用炭素黑水钢笔或毛笔,禁止用圆珠笔或铅笔,字迹应清楚、准确。

4.3.6立卷应以本单位形成的文件为主,根据文件形成的特点,保持文件间的历史联系,适当照顾文件的保存价值,使案卷能正确反映企业生产活动状况和面貌。

4.3.7立卷应以同类问题为主,结合其他特征的`方法组卷,把有密切联系的文件组合在一起。

4.3.8立卷应把上级文件于本公司文件(除请示、批复外)按保管期限和文件年限分开立卷。

4.3.9立卷归档后,发现还有需立卷的文件资料,可按立卷原则进行插卷。

4.3.10文件组成案卷后,卷内文件应按照一定规律进行排列,系统地反映问题,做到查找方便。

4.3.11各种实物档案(奖品、奖杯、锦旗、奖章、证书、牌匾、馈赠品等)归档必须有条件,并保持其完好无损。

4.3.12声像档案摄录必须详细记录事由、时间、地点、主要人物、背景、摄录者,归档声像资料必须是原版、原件、清晰、完整。

5.1文秘档案主要供本企业利用,一般不外借。如情况特殊,外单位人需须持介绍信,并经公司领导批准,可查阅无密级档案。

5.2各部门工作人员可直接查阅属于本部门业务工作范围得文秘档案资料。如需查阅非本部门得重要文件和有密级档案,须经公司领导或原形成档案得部门领导批准,方可借阅。

5.3文秘档案得借阅者应负责档案得完整和完好,不得私自影印、复印、翻印,不得擅自拆散、调换、抽取、污损、加注标语,不得转借,如有违纪,酌情处罚。

5.4对珍贵或易损的档案,应制成复制品提供使用。复制可采取复印、照片、重印副本、摘录等方式。复制文件应仔细校对,与原稿无误后,注明档案编号,然后提供使用。如有必要,给复制件加盖公章,以示复制件不会有误。

5.5必要时,档案室应对所提供档案出具证明,证明材料写好后应仔细校对和审查,加盖档案室印章后才有效。档案室证明材料只能证明某事在档案上有无记载,而不能对某事下结论。档案管理员不可擅自对档案资料作解释或下结论。

5.6文秘档案一般不得借出档案室。如有特殊情况,可以作短期外借,最多为十天,但必须经有关领导批准并办理借阅手续。如延期借阅时间,须办理续借手续。逾期不还者,档案管理员要及时催还。

5.7借阅文秘档案须妥善保管,若有遗失,将根据档案的价值和数量报公司领导批准后,责令其赔偿一切损失。

6.1档案管理员和借阅利用档案的人员要树立高度责任心,加强保密意识,双方共同做好保密工作。

6.2档案分一般档案和有密级档案两类。档案密级分为绝密、机密、秘密三级。

6.3有密级档案只许在档案室翻阅,不许带离本室。有密级档案复制时,需经公司办公室主任或副总以上领导批准。

6.4有密级档案只限归档人使用,其他人员利用需经办公室主任或副总以上级领导批准。

6.5对已到保密期限的档案要请相关部门领导和办公室主任鉴定解密,对解密档案作一般档案管理,及时提供利用。

6.6外来参观人员,统一由负责接待人答复问题和办理所需材料。

6.7档案管理员丢失或擅自提供泄漏档案机密,应根据情节轻重,给予纪律处分,直到依法追究刑事责任。

6.8企业在职工工作人员调离本企业时,需按档案室要求整理已形成的文件材料,并退还所借档案,档案室审查无误签字后,才能调离。档案管理员调离,应由办公室主任监督办理,档案交接之后,方能调离。

7.1对超过保存期限的档案,由档案管理员登记造册,经办公室主任和档案形成部门领导共同鉴定,报分管副总批准后,按规定销毁。

7.2经批准销毁的档案,可单独存放半年,经验证确无保留价值时,再行销毁,以免误毁。

7.3销毁文件必须在指定地点进行,并指派专人监销,严禁将销毁的文件作为它用,或作废纸出售。文件销毁后,监销人应在销毁注册上签字。

本公司所有需要归档的文件资料,包括:对公司在经营活动中形成的包括行政事务、企业管理、劳动人事、培训教育、安全管理、后勤服务、外事工作等有保存价值的原始材料,在生产经营管理上形成的经营决策、计划工作、统计工作、物资管理、产品销售、财务管理、生产调度、设备工装(模具)管理、能源管理等方面有保存价值的原始材料。

公司综合事务部为档案管理的职能部门,负责公司各类档案的管理工作。对公司各类档案进行收集、整理和归档。各部门根据工作需要配备专(兼)职档案管理人员,负责档案进室前的收集、整理和保管工作。各部门的档案管理人员应按照明确的归档时间和归档范围,定期向档案管理部门移交档案,确因工作需要继续使用的文件资料,原件移交档案室,使用部门留存复印件。接收档案必须认真验收,并办理交接手续,维护档案的完整与安全,使档案更好地为公司各项工作服务。

在切实遵循《中国档案分类法》前提下,根据公司实际情况,将所涉及的档案划分为十大类:

1、行政管理。

2、人事管理。

3、财会档案。

4、生产经营管理。

5、技术质量安全管理。

6、基建档案。

7、外来文件。

8、声像档案。

9、实物档案。

10、其他档案。

财会档案是公司财务工作过程中形成的凭证、账簿、报表等相关资料的收集、整理、归档。

实物档案是公司各类活动中形成的如模型、样品、赠品、证书、奖杯奖旗等实物。以上十类档案中,每一大类档案内容又要根据需要及实际情况分成若干小类进行管理。

1、归档的文件材料要完整、系统、准确。

2、归档的文件材料必须是原件。如是传真件等不易保存的文件材料,应留复印件,并将复印件与原件一起存档,并加以说明。

3、存档的文件、材料应按照自然形成、保持历史联系的原则,并按立卷要求特征及文件内容进行科学分类、立卷和编目编号。

4、档案名称的填写要注意内容准确,文字简练通顺,结构完整,必须揭示卷内文件的内容和成份,并区分保管期限。卷内文件应按问题或文件形成的时间系统地排列,按顺序编号,填写“卷内目录”。目录各项必须填写清楚(一律使用黑色中性笔填写),字迹工整、清晰,装订整齐。

5、档案盒(袋)内文件的排列:档案袋内文件应区分不同情况进行排列,密不可分的文件依序排列在一起,即章程、批文在前,计划、总结在后;正本在前,附件在后;印件在前,定稿在后;案件材料中结论性材料在前,依据性材料在后。其它文件按文件的重要程度或形成时间先后排列。

6、文件归档份数:一般归档1份,重要的和经常使用的文件归档2份或3份。对无保存价值和重复文件,需要办理销毁手续。

7、归档时间:部门或责任人应于相关工作结束后立即(最迟一周内)将应立卷归档的文件整理立卷,向公司档案管理部门移交归档。

1、查阅档案应填写档案查阅登记表,写明查阅时间、查阅内容、查阅目的等。有关人员应在档案室内查阅档案资料,阅后及时归还。

2、查阅档案资料时一般不得对其进行复制。确有特殊情况必须复制的,应填写档案资料复制申请单,经所在部门经理签署意见后方可复制。

3、原则上本公司内部工作人员因工作需要都可以借阅,但必须由所在部门出具借阅申请并由部门经理签名认可。借出档案时应注意档案的密级要求以及借阅人的相关权限。借阅档案时应做到以下几点:

(1)借阅者不得自拿、自取、自放档案,严禁擅自打开档案柜翻阅查找。

(2)按规定办理登记手续,定期归还,确因工作需要不能按时返还的,需办理续借手续,否则按管理规定停止借阅。

(3)要爱护档案,不得丢失,并注意保密,不得擅自转借他人。

(4)所借档案不得随意折叠和拆散,严禁对档案随意更改、涂写。

(5)借出和归还档案时,应办理清点手续,由档案管理员和借阅者当面核对清楚。

(6)档案如有丢失、损坏或泄密,要立即追究当事人责任。

(7)调离本单位的工作人员,必须清理移交档案文件后方可办理调离手续。

档案移交必须办理移交手续,填写移交清单,经移交人签字,接收方核对签收。

1、要做好档案的防火、防虫、防盗、防尘、防阳光直射“五防”工作。

2、档案柜所在办公室严禁吸烟。

3、档案管理人员要定期对档案进行安全检查,发现问题要及时向领导报告,并采取补救措施。

4、对于不易继续保存的档案资料,应及时予以复制;对于已破损的档案资料应及时予以修复。为做好档案的提供和利用工作,所有文件资料均应按照其分类组卷,并按照其性质分为短期、长期、永久三类分别保管。

5、档案管理人员要做好档案资料的保密工作,档案管理部门除外,其他各部门人员不得查阅与自己工作内容无关的档案资料。

八、档案的销毁

公司对各类档案每二年进行一次鉴定。对超过保管期并经鉴定无保留价值的档案做出销毁处理意见,报总经理批准后予以销毁。
