通过对案件的梳理，严树勋敏锐地发现，黄鸿发家族黑社会性质组织犯罪涉案领域广、人数多、条线复杂，其组织结构严密，经过几十年的发展壮大，已经公司化运作进行漂白。
面对几近“漂白”的黑社会性质组织，警方如何是好？
“那我们就从源头去查。”严树勋斩钉截铁地说。为此，严树勋与专案组10余名成员不舍昼夜，全面梳理该组织内部架构、成员关系等。警方了解到，1991年，黄氏家族开始在昌江开设赌场，垄断了昌江的赌场，为黄氏家族挣到第一桶金；后进行盗矿、非法采砂、进入水泥行业赚取大量资金；之后，通过参股或直接参与经营等方式，对昌江多个行业形成非法控制。2013年开始，黄鸿发逐步以企业管理模式，对所属企业进行转型漂白，通过“以商养黑”“以黑护商”等手段，赚取利益支持组织的运行和发展。
“由于这个黑社会性质组织成立的‘第一桶金’是非法所得的，那么他通过非法所得产生的财产也是属于非法的。”严树勋介绍，警方将该组织产生、形成、发展构成一条完整的证据链后，明确了后续的侦查方向。
与此同时，为了收集该团伙更多犯罪证据，严树勋带领专案组成员赴昌江开展外围侦查。由于该组织常年横行霸道，给昌江地区商户留下了挥之不去的阴影。每当提起组织成员名字，昌江当地的商户均神情恐慌，避而不谈。
“你们去把人抓起来，我再告诉你们。”一谈及黄鸿发黑社会犯罪团伙，当地商户无一不这么说。
经过两个多月的努力，专案组在基本查清黄鸿发涉黑组织层级架构、人员组成和部分违法犯罪事实的基础上，梳理出164名嫌疑人。
在办理“黄鸿发案”一年多的时间里，由于案件的侦办有法定期限，严树勋一刻也不敢放松。白天前往看守所审讯、调查取证，晚上回办公室开会。每天两点一线，看似单调乏味，但这就是严树勋的工作状态。
“那会儿哪有什么时间睡觉，顶多就在车里眯一小会儿。”谈到自己当时的生活状态，严树勋笑着说道。
“不睡觉。”这是与他在同一专案组的民警王旭对严树勋的印象。“他这人对待工作干劲十足。办公室的灯，在我们来之前是亮着的，在我们走后也是亮着的。”
在同事们眼中，严树勋对自己的要求近乎苛刻。但对于专案组里其他成员的身体健康、家庭情况，他却十分上心。
由于长时间的高强度工作，年仅30来岁的民警小曹在一次凌晨1点给严树勋电话汇报完工作后，突然心肌痉挛，昏迷了过去。当听到有民警生病累倒在工作岗位上，严树勋既着急又心疼，第一时间组织人员到医院探望慰问小曹。
