2012年江苏省公务员招录面试刚刚结束，空巢老人现象等社会热点焦点问题出现在试题中。空巢老人养老问题越来越成为当前社会的热点问题。
昨天，一份最新公布的《“空巢”老人生活状况调查报告》调查显示，空巢老人的健康状况、生理、情感等评估明显低于非空巢老人。其中，近80%的空巢老人感到精神生活乏味、寂寞，“精神空巢”成为“空巢老人”面临的最主要的精神情感问题。
当下，社会化养老机制已基本完成，空巢老人的物质生活已经能够基本满足。但精神上的空虚仍无法填补。越来越多的儿女因为工作或外出打工等原因把年迈的父母留在家中。
在我看来，想要解决这个问题，需要各个方面的共同努力。我觉得可以参考国外和一些地方的有效经验。一是加大社区活动场所建设，吉林省依托“居家养老大院”，鼓励组建老年人协会，开展各种文化娱乐活动； 在长春市绿园区，一种“代理儿女”的办法赢得了很多空巢老人的赞赏。“代理儿女”就是让政府工作人员、志愿者等与空巢老人一对一结对子。老人生病了、想聊天了或者想外出活动时，都直接打电话给“代理儿女”。这个办法实施一年多来，已经让1000多名空巢老人受益。
二是尝试探索居民互助、老人之间比较谈得来，可以选择一些身体好的老年人上门服务那些行动不便的空巢老人，然后给予服务者一定报酬。这种居民互助的办法，一举两得，实施效果也不错。
我觉得最重要的是宣传孝道，因为让老人安度晚年不能单靠政府，如果子女的养老责任意识不强，单靠政府帮扶或者外在约束机制，不一定有效。“孝”是中华民族的传统美德，应将“孝”纳入公民教育之中，甚至可以在中小学教材里增加更多的尊老爱老内容，这才是事半功倍的长远之计。

根据民政部数据，目前我国城乡空巢家庭超过50%，部分大中城市达到70%，农村留守老人约4000万，占农村老年人口的37%，城乡家庭养老条件明显缺失。
空巢化仍在持续，农村青壮年劳动力外出打工、经商、上学、城市青壮年外出上学、就业以及异城居住和同城分别居住现象普遍。预计“十二五”期末全国65岁以上的空巢老人将超过5100万，约占老年人口总数的1/4。
专家预言，“空巢家庭”将成为老年人家庭的主要模式，这对传统的家庭养老模式形成了强烈的冲击。

一、提供生活照料，多与老人聊聊天，缓解空巢老人的孤独。志愿者参与，补充政府和社会关爱老人的空白点。组织和招募“敬老、爱老”志愿者，定期探望和关爱社会上急需帮助的“空巢”老人。
